The File Is WinZip...I Have WinZip....
But The File Doesnt Open As A photoShop Brush...
Its A INternet File So It Cant Open On PhotoShop....
After I Deleted This One Thing From My PC It Started DOin That...

You need to unzip the file to a folder, then open Photoshop and in the brushes flyout menu choose load brushes then navigate to the folder where you unzipped the file and choose it. If this doesn't work then it is probably not a real plugin file. It should have an .abr extension

If you're downloading from Adobe, the operation should work exactly like they suggest you do it--save, not run, save to a particular folder, whatever they state. If not, you might have a compatibility issue between Adobe and the file's author, to protect the Photoshop program from being corrupted. I would try saving the file to the computer first, then opening it using Photoshop (which might already have an extraction program built into it). If this is a third-party application please be careful! This is NOT a cheap program to replace. If you deleted a program you think is causing this process to abort, why not try restoring the program, replacing the program, or using System Restore to go backwards? Just suggestions, man, I understand your frustration...
